Project Scale:Hangzhou Fulande Industrial Co., Ltd. was established on May 22, 2013, and is located in the Qunli Industrial Park, Guali Town, Xiaoshan District, Hangzhou City, Zhejiang Province. The company mainly engages in the production, processing, and sales of boards. The company passed the environmental impact report review by the Xiaoshan District Environmental Protection Bureau on June 27, 2018, regarding the "Review Opinion on the Environmental Impact Report of the PVC Decorative Board Project with an Annual Output of 10,000 Tons by Hangzhou Fulande Industrial Co., Ltd." (Xiao Huan Jian [2018] No. 252). The approved content is that the project is located in Shanbei Village and Meilin Village, Guali Town, Xiaoshan District, utilizing the land already acquired by the enterprise to build a factory for production, with the project content being an annual output of 10,000 tons of PVC decorative boards.

The enterprise now intends to adjust the process, adding a film coating process to the approved PVC decorative board products to increase the added value and grade of the products, thereby improving the economic benefits of the enterprise, using the idle industrial plant owned by the enterprise for production, with a building area of 15,939.31 m².2Four production lines for sticker (PVC) will be introduced. After the project is completed, the production scale will remain unchanged, still being an annual output of 10,000 tons of PVC decorative boards.

3. Main Environmental Impact Prediction of the Construction Project

1. Waste Gas: The main waste gas during the production process of this project is the waste gas from the film coating. Gas collection facilities are installed above the film coating section, and the collected waste gas enters the activated carbon adsorption system, which treats the organic waste gas. The treated waste gas is discharged through a 15m high exhaust stack, which has little impact on the surrounding atmospheric environment.

2. Wastewater: The project does not produce production wastewater. The domestic sewage generated by the project is treated by a septic tank and reaches the Class III standard in the "Comprehensive Discharge Standard for Sewage" (GB9878-1996) for discharge into the sewer, which has no direct impact on the surrounding surface water environment.

3. Solid Waste: All solid waste from this project can be properly handled, and no secondary pollution is generated, which has little impact on the surrounding environment.

4. Noise: After taking noise reduction measures and through wall sound insulation and distance attenuation, the noise contribution value at the project boundary meets the Class 2 standard in the "Environmental Noise Emission Standards for Industrial Enterprises" (GB12348-2008), and the predicted value at the nearest sensitive point meets the Class 2 standard in the "Ambient Noise Quality Standards" (GB3096-2008), indicating that the project noise has little impact on the surrounding sound environment.

After the completion of this project, through the adoption of advanced and effective pollution control measures, the emissions of various pollutants can be effectively controlled, and the environmental quality can be maintained at the current level, thus complying with the principle of maintaining environmental functional zoning.
